“智慧路网”正处于行业建设的风口之上。在技术上,它驱动着各类新技术(如物联网、云计算、大数据、AI、 V2X 、车联网等)与场景解决方案的充分融合,力争实现“智”赋路网;在业务上,依托信息的感知和采集,以数据为驱动打造出系统性、实时性、广泛性的系列业务举措,以保障路网的全天候和安全运行,最终达成“慧”及路网。本论坛将围绕对于路网运行事业的高质量发展趋势和要求,从路网监测、应急处置、联网收费等多个方向,共商智慧路网的发展大计,集百方智慧,共同聚力向交通强国目标迈进。

白景涛,招商局公路网络科技控股股份有限公司党委书记、董事长。享受国务院政府特殊津贴专家,交通运输部专家委员会委员,主编多项重要的交通行业设计标准和规范,主持多个重大交通项目的建设管理和研究工作,在交通运输规划设计、建设、投资、运营管理,及数字化、智慧化转型方面,具有较高的专业理论水平、丰富的专业知识和实践经验。

Mr. Bai Jingtao, Secretary of the Party Committee and Chairman of China Merchants Expressway Network Technology Holdings Co., Ltd., is an expert enjoying the special government allowance of the State Council, member of the expert committee of the Ministry of Transport, and the editor-in-chief of industry design standards and specifications. Bai presided over construction and management, as well as research, of multiple important transport projects, and also has a high level of professional theory and rich professional knowledge and experience in transportation planning and design, construction, investment, operation management and digital & smart transformation.

王刚,教授级高工,享受国务院政府特殊津贴。近30年来,专注于我国交通信息化、智能化技术研究和建设,先后主持多项国家重大科技计划课题、国家重大科技攻关计划、部省重大行业信息化项目等。牵头组织全国高速公路电子不停车收费(ETC)联网、取消高速公路省界收费站工程实施等各项工作,负责国家中心系统建设。多项研究和建设成果推动了我国交通信息化发展,曾获多项省部级科技奖励。

Wang Gang is a professor-level senior engineer, who enjoys special government allowances from the State Council. During the past 30 years, he has focused on the research and construction of China's transportation informatization and intelligent technology, and has successively presided over and completed a number of major national science and technology projects, national-level research plans, and provincial and ministerial level informatization projects. He had taken the lead in the Electronic Non-stop Toll Collection (ETC) Connection Project of the national highway network, canceling highway provincial boundary toll stations and the construction of the national central system. With a number of research and construction achievements, he has successfully promoted the development of China's transportation informatization. He also won a number of provincial and ministerial-level awards.

路网智能化运营服务思考与实践

Thinking and Practice on Intelligent Operation and Services of Road Network

【报告精华(Report Summary)】

近年来,全国部分省份在智慧路网的建设中进行了诸多探索,但仍存在如数据利用不充分、业务协同不紧密等问题,限制了路网智能化运营服务水平的进一步提升。随着省界收费站的取消,全国收费系统实现了“一张网运行”。ETC系统也汇聚了大量数据,拥有了向高速公路运营其他业务赋能的条件。本报告提出应科学利用信息技术发展成果,深度融合收费、监控、通信三大系统,锁定“安全和效率”核心目标,充分挖掘数据价值,聚焦关键路段、桥隧、服务区等典型场景,推动ETC系统和数据在交通运行监测、事件识别与触达、安全预警、车路协同等业务场景应用的技术攻关和应用示范,提升高速公路路网智能化水平, 保障用户安全、高效通行。

In recent years, some provinces have made many explorations in the construction of intelligent road network, but there are still problems such as insufficient use of data and inadequate operation collaboration, limiting the further improvement of the intelligent operation and services of the road network. By canceling the provincial boundary toll stations, the national toll collection system has achieved "one network operation", and the ETC network system has also aggregated a large amount of data, which has the conditions to empower other businesses in highway operation. This report proposes to take advantage of the development of information technology in a scientific way, deeply integrate the three major systems of toll collection, monitoring and communication, aim at the core objectives of "safety and efficiency", fully explore the value of data, focus on typical scenarios such as key road sections, bridges and tunnels, and service areas, and promote the technical research and application demonstration of the application of ETC system and data in practical scenarios such as traffic operation monitoring, event identification and dissemination, safety warning, and vehicle-road coordination, so as to improve the intelligent level of the highway network and ensure the safety and efficiency of users.

李琦,博士,招商局集团数字化中心副主任。招商局集团总部技术平台建设及架构体系管理负责人,招商局集团数字化转型总部赋能平台建设与管理主要负责人,深圳市CIO协会副秘书长,信通院企业数字化发展共建共享平台副理事长。

随着我国经济高速发展,车辆保有量快速增大,公路拥堵问题日益严重。基于物联网技术,解决公路安全、高效通行是社会发展迫切需求。报告介绍了专家从事集团级物联网平台建设过程中的成果和经验,分享基于物联网平台的交通运行监测体系建设的技术、架构和功能。包含南向路侧智能设备的接入管理、设备和业务数据的高效流转以及北向安全事件监测和交通态势分析等运行监测业务的统一赋能。最后,对未来物联网结合智慧交通的的发展方向和应用前景进行了展望。

With the rapid development of Chinese economy and the rapid increase of vehicle ownership, the highway congestion problem is increasingly serious. Based on the Internet of things technology, it is an urgent need for social development to solve the problem of highway safety and efficient traffic. The report introduces the achievements and experience of experts in the process of group-level iot platform construction, and shares the technology, architecture and functions of traffic operation monitoring system construction based on iot platform. It includes the access management of intelligent devices on the southbound side, the efficient flow of equipment and business data, and the unified empowerment of operational monitoring services such as northbound security incident monitoring and traffic situation analysis. Finally, the development direction and application prospect of the Internet of things combined with intelligent transportation in the future are prospected.

恶劣天气交通预警联动处置工作展望

【报告精华(Report Summary)】

恶劣天气综合管控涉及到气象部门、公安交管部门和交通运输部门,如何实现恶劣天气监测预警信息的互通融合,如何完善“一路三方”会商研判预警机制,从而制定与气象预警信息相匹配的联动处置预案,形成通过硬件设施实施优化运行的措施,落实“降车速、控车距、引路线、礼让行”等举措,逐步形成“一路三方”间监测、研判、预警、管控、发布、处置、反馈、评估等突发交通警情事件的协同管理工作闭环。

The comprehensive management and control of traffic in bad weather involves meteorological departments, traffic police departments and transportation departments. We must realize the intercommunication and integration of bad-weather-monitoring and early warning information, and improve the tripartite consultation and early warning mechanism, so as to formulate a joint response plan that matches the meteorological early warning information, form measures to implement optimized operation through hardware facilities, implement measures such as "reducing speed, keeping distance, guiding route and yielding to the pedestrians", and gradually form collaborative management of sudden traffic police incidents such as monitoring, judgment, early warning, control, release, disposal, feedback and evaluation among the three parties.

苏栋哲,香港应用科技研究院智慧出行总监,车联网系统总工程师,主要领导车联网(V2X)通信和应用系统、网联自动驾驶(CAV)系统和物联网(IoT)的系统架构和领域研发,包括为应科院的V2X网络系统定义技术范围和整体系统设计。2021年,应科院在香港开展了全球最大型之一的C-V2X公开道路测试,涵盖香港各类道路环境。2022年,应科院领导启动大湾区智慧交通互联互通计划及对应研发项目路线图。

Su Dongzhe, Director of Smart Mobility, Chief Engineer of V2X System at the Hong Kong Applied Science and Technology Research Institute. He has been leading the system architecture in research and development of vehicle-to-everything (V2X) communication and application systems, connected autonomous vehicles (CAV) systems, and the Internet of Things (IoT). His role has been to define the technical scope and overall system design for ASTRI's V2X networking system. In 2021, ASTRI launched one of the world's largest C-V2X public road tests in Hong Kong, covering various road environment of Hong Kong. In 2022, ASTRI initiated smart mobility interconnect plan of Greater Bay Area and launched roadmap with corresponding research and development projects.

香港应用科技研究院(简称“应科院”)一直配合香港特区政府《智慧城市蓝图 2.0》的发展规划,自 2015年开始进行车联网科技研发,并于2021年在香港启动全球最大型之一的车联网公路测试。为了配合《交通强国建设纲要》、《粤港澳大湾区发展规划纲要》等国家战略,应科院于2022年与深智城签署合作备忘录,共同发布大湾区互联互通路线图。放眼未来,应科院将积极与招商局集团等更多不同业界持份者紧密协作,发挥各自在智慧交通、车联网应用科技等互补优势,以服务粤港澳大湾区交通一体化互联互通为目标。应科院期望,相关研发成果及应用不止限于香港和大湾区,更能助力一带一路国家全面实践智慧出行。

In concert with the development strategy of the HKSAR Government’s Hong Kong Smart City Blueprint 2.0, Hong Kong Applied Science and Technology Research Institute (ASTRI) has been devoted to the R&D of Cellular Vehicle-to-Everything (C-V2X) technology since 2015, and launched one of the world’s largest C-V2X public road tests in Hong Kong in 2021. To align with the national development strategies such as the Program of Building National Strength in Transportation and the Outline Development Plan for Guangdong-Hong Kong-Macao Greater Bay Area, ASTRI signed a Memorandum of Understanding (MoU) with Shenzhen SmartCity in 2022 to jointly release the Smart Connectivity Roadmap in the Greater Bay Area (GBA). Looking forward, ASTRI will forge ahead with collaboration with China Merchants Group as well as other stakeholders in the industry. We will complement our strengths in smart mobility and C-V2X technologies, realising the goal of enabling the smart transportation development in the GBA. It is hoped that the R&D outcomes and applications will not only benefit Hong Kong and the Greater Bay Area, but they will also facilitate the full implementation of smart mobility in the Belt and Road countries.

智慧高速两大核心技术突破和商用:数字化和网络化是智慧高速的基础和难点,本报告主要介绍了数字化和网络化的两大关键技术的突破,雷射融合技术支持全天候的车牌、车型、车速、位置、时间戳的车流轨迹、涉车事件的精准检测,突破了雷视融合无法在夜晚及雨雾情况下准确识别、成本高的关键问题;ETC拓展服务技术填补了高速公路长距离车路通信的空白,从事件检测到最终用户精准触达仅几十毫秒级的低时延,是网络化的核心突破。

Digitalization and networking are the foundation and difficulties of China’s intelligent expressway. The report will introduce breakthrough in two key technologies of those. The Radar-ETC Convergence technology supports accurate detection of vehicle trace including license plates, vehicle types, speeds, locations and timestamp in all-weather conditions, as well as vehicle event, solving the key issues of inaccurate detection and high cost of Radar-Camera Sensor Fusion technology in night and rainy, foggy weather. The Cooperative Vehicle Infrastructure Expansion Service of ETC brings long-distance V2I communication on expressway, with low latency of tens milliseconds from event detection to accurate reach of end users, which is a core breakthrough in networking.

【专家简介(Introduction)】

杨建国,招商公路网络科技控股股份有限公司首席数字官、战略发展部总经理,成绩优异的高级工程师。国家发改委“互联网+”专家组成员,国家邮政局专家组成员。曾任交通运输部规划研究院信息所所长,“十一五”交通运输信息化示范工程技术支持组副组长,“十二五”重大工程公路水路安全畅通与应急处置系统技术支持组的负责人。主持研究了公路水路交通运输信息化“十一五”、“十二五”和“十三五”发展规划,及多个国家级智慧交通发展战略和研究课题。

Mr. Yang Jianguo is the chief digital officer of China Merchants Expressway Network Technology Holdings Co., Ltd., the general manager of the strategic development department, and a senior engineer with excellent achievements. He served as the director of the Information Office of the Transport Planning and Research Institute of the Ministry of Transport, the deputy head of the technical support team for the "11th Five-Year Plan" IT-based transportation demonstration project, the head of the technical support team for the "12th Five-Year Plan" major project - highway and waterway safety and emergency disposal system. He is also a member of the "internet plus" expert group of the National Development and Reform Commission and a member of the expert group of the State Post Bureau. Yang led the research on the "11th Five Year Plan", "12th Five Year Plan", and "13th Five Year Plan" development plans for highway and waterway transportation informatization, as well as multiple national smart transportation development strategies and research topics.
