隧道与地下工程灾害防控与安全运营是广大学者关注及研究的重点和热点。2023年,隧道与地下工程防灾减灾技术论坛依托世界交通运输大会,以“高速公路隧道安全与运营管理”为主题,邀请了10位国内外相关领域的知名专家,聚焦长大隧道防灾救援、复杂隧道建设安全、智慧隧道运营管理等热点问题,分享与交流最新科学研究成果及技术创新报告,推动隧道与地下工程防灾救援和安全运营管理技术快速发展。

【专家简介】隧道与地下空间工程专家,中国工程院院士,国家注册土木(岩土)工程师,同济大学特聘教授,同济大学土木信息技术教育部工程研究中心主任、隧道及地下建筑方向负责人。创建了基础设施全寿命数据采集-处理-表达-分析-服务的数字化范式,研发出基础设施智慧服务系统(iS3);合作创建了岩体三维GZZ强度准则,被国际岩石力学学会所推荐;建立了盾构隧道设计分析模型和服役性能的TSI评价方法,被国家和行业标准所采纳。

【Introduction】Tunnel and underground space engineering expert, academician of the Chinese Academy of Engineering, national registered civil (geotechnical) engineer, distinguished professor of Tongji University, director of the Engineering Research Center of the Ministry of Civil Information Technology of Tongji University, and director of the tunnel and underground construction direction of civil engineering. Created the digital paradigm of data collection-processing-expression-analysis-service for the whole life of infrastructure, and developed the infrastructure intelligent service system (iS3); co-created the three-dimensional GZZ strength criterion for rock mass, which was recommended by the International Society of Rock Mechanics; established The design analysis model of shield tunnel and the TSI evaluation method of service performance were developed, which were adopted by national and industry standards.

【报告精华】回顾国内外交通隧道重大火灾事故,分析隧道火灾发生时救援与疏散的急切需求,结合目前隧道火灾疏散救援体系的现状,指出了存在的问题与不足。从隧道环境特点和火灾特点,提出基于隧道运营安全大数据及隧道火灾特征深度挖掘的火灾动态预警与智慧疏散救援技术,并建立隧道火灾安全智慧服务系统。报告介绍了该系统的工程示范应用,解决了以往无法获知隧道内实时状态、无法可靠指导火灾扑救及人员救援疏散的难题。

【Report Summaries】This paper reviews the major fire accidents in traffic tunnels at home and abroad, analyzes the urgent needs for rescue and evacuation when tunnel fires occur, and points out the existing problems and deficiencies in combination with the current situation of tunnel fire evacuation and rescue system. From the characteristics of tunnel environment and fire, this paper proposes a fire dynamic early warning and intelligent evacuation rescue technology based on the big data of tunnel operation safety and the in-depth mining of tunnel fire characteristics, and establishes a tunnel fire safety intelligent service system. The report introduces the engineering demonstration application of the system, which solves the problems of not knowing the real-time status in the tunnel, not reliably guiding the fire fighting and evacuation.

【专家简介】研究员,工学博士,享受国务院政府特殊津贴专家。先后主持了8个省部级项目的研究和20余座隧道及地下工程的设计与咨询,先后荣获省部级以上科技进步与优秀设计奖10余项,全国交通系统劳动模范,重庆市第四届青年科技奖,重庆市学术技术带头人,重庆市322人才工程第一层次人选。长期从事隧道及地下工程的研究、设计、工程咨询和管理工作。先后作为主要编写人员参与了公路行业多部隧道规范的编制工作。

【Introduction】Researcher, Doctor of Engineering, expert enjoying special government subsidies from the State Council. He has successively presided over the research of 8 provincial and ministerial projects and the design and consultation of more than 20 tunnels and underground projects, and has won more than 10 awards for scientific and technological progress and excellent design above the provincial and ministerial level, the model worker of the national transportation system, the fourth Chongqing Youth Science and Technology Award, the academic and technical leader of Chongqing, and the first level candidate of Chongqing 322 Talent Project. 【专家简介】刘文杰,毕业于山东大学、清华大学,法学学士和工商管理硕士学位。1994年创办《中国公路》杂志,任社长、总编辑。国际道路联盟(IRF)中国大使。现任中国公路学会副理事长兼秘书长、国际道路联合会副主席、“一带一路”国际交通联盟(英文简称“BRITA”)执行主席兼秘书长。

【Introduction】Wenjie Liu graduated from Shandong University University, Tsinghua University, Bachelor of Law and Master of Business Administration degree. In 1994, he founded China Highway magazine as president and editor-in-chief. Ambassador to China, International Road Federation (IRF) . He is currently vice-president and secretary-general of the China Association of Highways, vice-president of the International Road Federation and Executive Chairman and secretary-general of the Belt and Road international transportation union (Brita) .

【专家简介】Antonio Bobet教授主要从事于岩石断裂力学、通过裂隙介质和地下结构的波传播等相关方面的教学科研工作。撰写并参与发表了100多篇学术论文,目前担任美国《岩石力学与岩石工程》期刊副主编以及《地下空间》期刊的联合主编。曾任美国岩石力学协会主席、巴拿马运河工程专家团成员。2016年,中国政府正式任命Antonio Bobet教授为高级外国专家。

【Introduction】Dr. Bobet is the Edgar B. and Hedwig M. Olson Professor in Civil Engineering at Purdue University. Dr. Bobet’s areas of interest include rock fracture mechanics, wave propagation through fractured media and underground structures. He was elected member of the Board of Directors of the American Rock Mechanics Association in 2009, and served as its President from 2013 to 2015. He was the Chair of the 2012 U.S. Rock Mechanics/Geomechanics Symposium and is a member of the Geotechnical Advisory Board (GAB) of the Panama Canal. He was appointed a High-end Foreign Expert by the Government of China in 2016. Dr. Bobet has received a number of awards, including the ASCE 2011 Ralph B. Peck Award, the 2012 National Award for Significant Contributions in Science and Technology - SENACYT Panama, and the 2012 ARMA Research Award. In 2016, he was elected Fellow of the American Rock Mechanics Association.

【Report】Lessons Learned From Tunnel Failures During Earthquakes

【报告精华】分析了95年日本阪神大地震大开站以及中国512汶川地震龙溪隧道震害及背后的破坏机理。基于大量的数值模拟,分析了隧道结构在地震作用下的动力响应并预测结构破坏形态。结果表明,通过合适的数值模拟方法及材料本构模型可以较好模拟结构在往复循环荷载作用下的动力响应以及场地分析,并进一步指导设计。研究结果表明,二维仿真模型无法考虑沿隧道纵向的地震作用,会低估结构的动力响应,因此有必要开展三维数值模拟。

【Report Summaries】The presentation discusses the lessons learned from the recent failures of the Daikai Station in Japan, during the Hyogoken-Nambu earthquake of January 17, 1995, and the failure of the Longxi Tunnel in China during the Wenchuan earthquake of May 12, 2008. A number of numerical simulations were conducted to understand the seismic response of the tunnels during the earthquakes and predict the damage observed. The simulations show that appropriate numerical tools with representative material models that adequately approximate the response of ground and structure during cycles of loading can reproduce field observations and thus may be used for design. The research seems to indicate that 2D simulations with motions perpendicular to the axis of the tunnel may under-predict the tunnel response, so 3D models appear necessary.

【Introduction】He has been engaged in technical research on tunnel and underground engineering construction, maintenance and operation for a long time. Innovative achievements have been made in tunnel groundwater and ecological environment protection technology, highway tunnel construction technology in high altitude and cold regions, new waterproof and drainage technology for tunnels, disaster prevention and mitigation technology for long tunnels, etc. He published 32 papers as the first author, and edited or participated in editing 13 industrial, provincial and municipal norms and standards. 【报告精华】深中通道采用钢壳混凝土结构形式,为国内首例、国际上首次大规模应用,技术指标和工程规模均属世界第一。针对钢壳沉管隧道结构耐火极限标准缺乏、管节结构防火板参数选择、多个接头材料承载力及变形等问题,通过采用理论分析、数值分析、足尺试验、原型试验等方法开展研究,提出了钢壳沉管隧道结构耐火标准与设计方法、管节结构及接头防火保护技术,保障深中通道隧道运营安全,建立并形成我国钢壳混凝土沉管隧道结构防火技术体系。

【Report Summaries】The Shenzhen-Zhongshan passage project adopts the steel shell concrete structure, which is the first case in China and the first large-scale application in the world, and its technical indicators and project scale rank first in the world.In view of the lack of fire resistance limit standards for steel-shell immersed tube tunnel structures, the parameter selection of fire-resistant panels for pipe joint structures, the bearing capacity and deformation of multiple joint materials, etc., researches were carried out by using theoretical analysis, numerical analysis, full-scale tests, and prototype tests.The fire resistance standard and design method of the steel shell immersed tube tunnel structure, the fire protection technology of the pipe joint structure and joints are proposed to ensure the operation safety of the deep and medium channel tunnel, and the fire protection technology system of the steel shell concrete immersed tube tunnel structure is established and formed.

【专家简介】河北上元智能科技股份有限公司董事长,石家庄市政协委员、青联委员,中国公路学会青专委委员。冯凤江带领团队研发并建立了高速公路运行状态与预警体系,解决了公路网运行状态监测数据采集技术、公路网运行状态数据处理与预警技术、运行状态数据传感技术等多项关键技术,主持智慧高速相关研发课题32项,其中7项获得国家资金支持、参与制定河北省地方标准1项。6项科研转化成果荣获创新创业大赛优异成绩、科技创新成果等荣誉奖项。

【Introduction】Chairman of Hebei Shangyuan Intelligent Technology Co., Ltd., member of Shijiazhuang CPPCC, member of the Youth Federation, member of the Youth Technical Committee of China Highway Society. He guided the team to develop and establish the expressway operation status and early warning system, solved a number of key technologies such as the highway network operation status monitoring data acquisition technology, highway network operation status data processing and early warning technology, and operation status data sensing technology. 【专家简介】教授,博导,成都理工大学环境与土木工程学院院长,新世纪百千万人才工程国家级人选、国务院政府津贴专家、四川省学术技术带头人、天府万人计划-教学名师。长期从事隧道工程和地质工程学科的教学和科研工作,主要研究方向:深地工程稳定性与灾害防治、斜坡灾害防治与高边坡稳定性控制。获国家科技进步一等奖1项、二等奖1项,省部级科技成果一等奖5项;授权国家发明专利20项;合著专著7部,发表论文300余篇。

【Introduction】Professor, doctoral advisor, dean of the School of Environment and Civil Engineering of Chengdu University of Technology, national candidate of the New Century Hundred Thousand Talents Project, government subsidy expert of the State Council, academic and technical leader of Sichuan Province, and famous teacher of the Tianfu Ten Thousand Talents Program. 【报告精华】介绍报告人团队近10年在高地应力隧道灾害防控方面的研究成果:隧道高地应力及其导致的岩爆、大变形灾害防控研究的背景与意义;阐明不同尺度高地应力评价方法及高地应力的发育分布特征;揭示岩爆和大变形灾害的机理与地质-力学模式;针对设计和施工阶段建立岩爆和大变形定量风险评估的概率方法,提出施工中岩爆微震智能监测预警技术;研发出岩爆风险防控的孔内卸压爆破和柔性网防护技术,以及大变形防控的释能支护技术。

【Report Summaries】The team’s achievements in the field of disaster prevention and control of tunnels with high ground stress in recent 10 years are introduced, including the background and significance of the research on tunnel high ground stress and the rock burst. The evaluation methods of high ground stress in multi-scale and the development and distribution characteristics of high ground stress are analyzed. The mechanism and geological mechanical model of rock burst and large deformation disasters are discussed. The probability method for quantitative risk assessment of rock burst and large deformation is established in the design and construction stages, and the intelligent monitoring and early warning technology for microseism of rock burst during construction is proposed. In addition, they has developed in hole pressure relief blasting and flexible mesh protection technology for rock burst risk prevention and control, as well as energy release support technology for large deformation prevention and control.

【报告精华】围绕我国运营公路隧道结构安全现状及国家重大战略需求、规范等分析了开展运营公路隧道结构长期健康监测的必要性和紧迫性。通过对比分析既有健康监测技术的现状,分析了存在的问题;从隧道环境特点、病害特点等方面提出了隧道长期监测的32字方针。在此基础上,基于人工智能、图像识别等新技术,介绍了“全覆盖”隧道长期监测机器人及隧道精准靶向监测新技术和新装备,并提出了典型结构服役性能的评价新技术和方法。

【Report Summaries】Focused on current situations of the operation safety of highway tunnel in China and the significant strategic requirement of the country, the necessity of carrying out long-term health monitoring of the operating highway tunnel is analyzed. In addition, current situations and problems of existing health monitoring technologies are compared and analyzed. Furthermore, based on new technologies such as artificial intelligence and image recognition, new technologies and equipment for tunnel long-term monitoring robot and tunnel target monitoring, as well as new technologies for structural evaluation of structural service performance are introduced.

【专家简介】注册土木工程师(岩土)/高级工程师,2011年博士毕业于同济大学,现任湖南省交通设计院隧道院院长。先后主持或参与了国内多个复杂隧道项目,主持和参与长沙、汕头、佛山等地多座水下超大直径盾构隧道勘察设计,获国家及省部级勘察设计奖7项,累计发表学术论文20篇(SCI、EI收录6篇),参与标准指南编制2部。荣获交通运输部青年科技英才、中国公路学会隧道优秀工程师等荣誉称号。

【Introduction】Registered Civil Engineer (Geotechnical)/Senior Engineer. He obtained his doctor's degree from Tongji University in 2011. He is the dean of the department of Tunnel Research, Hunan Provincial Communications Planning, Survey and Design Institute. He has successively presided over or participated in many complex tunnel projects in China, especially the survey and design of several underwater shield tunnels with super large diameters in Changsha, Shantou, Foshan etc. He won 7 national, provincial and ministerial survey and design awards, published 20 papers (6 papers are included in SCI or EI), and participated in 2 standards or guides. He also won the honorary titles of Young Science and Technology Talent of the Ministry of Transport, Excellent Tunnel Engineer of China Highway Society, etc.

【Report】Analysis and Prevention Measures to the Harmful Gas in Shale Gas Formation of Hongyanxi Tunnel

【报告精华】页岩气赋存地层地质条件复杂,且伴有高浓毒气、高瓦斯,越来越多的公路隧道将会遇到页岩气地层建设难题。报告介绍了红岩溪隧道内涌出气体的试验检测结果,并对其成分和来源进行了分析。有别于通常的高瓦斯隧道,隧道涌出气体存在高浓度的CO毒气和刺鼻的油气。同时探讨了页岩气地层隧道有害气体产生机理及其地质构造成因。最后提出了页岩气地层隧道有害气体防治对策,降低页岩气地层隧道施工中有害气体危害。

【Report Summaries】The geological conditions of shale gas bearing strata are complex, accompanied by high concentration of toxic gas and high gas. More highway tunnels will encounter difficulties in shale gas formation construction. The report introduces the test results of the gas in Hongyanxi Tunnel, and analyzes its composition and source. Different from the normal high gas tunnel, the gas from the Hongyanxi tunnel contains high concentration of pungent oil gas and CO which is toxic. In addition, the generation of harmful gas in shale gas formation tunnel and geological structure are discussed. Last, the prevention and control measures of harmful gas in shale gas formation tunnel are proposed to reduce the hazard of harmful gas in shale gas formation tunnel construction.

【报告精华】深圳至中山道路的沉管隧道是目前世界上最宽断面沉管隧道,也是国内首例钢壳沉管隧道与水下互通隧道。本报告以该项目为例,结合开展的通风排烟及消防救援课题研究成果,对超宽断面沉管隧道消防救援设计原则、危险品管控技术方案及隧道火灾的预防、预警、报警、事故处置技术等方面进行介绍。同时,结合超宽断面隧道排烟效率低下的技术难题,重点对超宽断面沉管隧道通风排烟技术及消防救援技术进行介绍。

【Report Summaries】The immersed tube tunnel between Shenzhen and Zhongshan is the widest section immersed tube tunnel in the world at present, and it is also the first case of steel-shell immersed tube tunnel connecting with underwater tunnel in China. This report takes this project as an example, combined with the research results of ventilation, smoke extraction and fire rescue, this paper introduces the design principles of fire fighting and rescue, the technical scheme of dangerous goods control, the prevention, early warning, alarm and accident disposal of tunnel fire in ultra-wide section immersed tunnel. At the same time, combined with the low efficiency of ultra-wide section tunnel smoke exhaust technical problems, focused on ultra-wide section immersed tunnel ventilation smoke exhaust technology and fire rescue technology are introduced.
