一、论坛背景

2022年11月4-7日，2022世界交通运输大会(WTC 2022)将在中国湖北省武汉市举行。期间，中国公路学会、一带一路国际交通联盟(BRITA)、中国科协联合国咨商交通与可持续的基础设施专业委员会将共同主办“‘一带一路’国际交通研讨会（BRITS）——国际化交通人才培养与提升”（以下简称“研讨会”）。

近年来，经济全球化的发展推动了对国际化人才的强烈需求，同时造成了世界性的人才短缺和人才争夺。为此，世界各国正在积极探索和实施国际化人才的培养机制。交通运输作为“一带一路”建设过程中的基础和先行，国际化复合型的建设和管理人才成为首要解决的问题。本次研讨会以“面向未来的国际化交通人才培养及体系建设”为主题，邀请“一带一路”沿线国家有关部门、企业、院校的嘉宾共同研讨高层次国际交通人才的关键性作用，分享交流国际化人才培养机制，探讨国际交通人才提升能力素质的路径与方法。

研讨会将于11月5日下午以线上线下结合的形式举行。研讨会特别邀请了国家相关部门领导，武汉理工大学学术委员会主任、教授,中国工程院院士严新平，中国公路学会副理事长兼秘书长、国际道路联合会副主席、一带一路国际交通联盟执行主席兼秘书长刘文杰出席并致辞。

长安大学副校长、教授范文，AECOM中国企业海外投资事业部副总裁陈少春，中铁大桥局集团有限公司副总工程师、教授级高工谢红兵，中交第二公路勘察设计研究院有限公司副总工程师、正高级工程师余顺新，迈进基建环保工程顾问有限公司董事总经理、全球集团董事龚永泉等嘉宾将做主旨报告。

严新平，武汉理工大学学术委员会主任、教授，中国工程院院士；智能交通中心、交通与物流工程学院博士生导师；智能航运与海事安全国际科技合作基地和智能航运与海事安全学科创新引智基地主任。兼任国务院学位委员会交通运输工程学科评议组成员、教育部科技委能源与交通学部副主任、交通运输部专家委员会委员等。长期从事交通运输工程学科的人才培养与科技创新工作，致力于水路交通运输系统的安全性、智能化和绿色技术研究。

Dr. Yan Xinping is an Academician of Chinese Academy of Engineering, Director of Academic Committee of Wuhan University of Technology (WUT) and Professor of the Intelligent Transportation System Research Center and School of Transportation and Logistics Engineering in Wuhan University of Technology (WUT), and Discipline innovation and talent introduction base of Intelligent Shipping and Maritime Security. Prof. Yan, Xinping is also the deputy director of the Energy and Transportation Department of the Science and Technology Commission of the Ministry of Education, a member of the Transportation Engineering Discipline Evaluation Group of the Academic Degrees Committee of the State Council, and a member of the Expert Committee of the Ministry of Transportation. 刘文杰同志1994年创办《中国公路》杂志，任社长、总编辑；2004年起任中国公路学会秘书长；2009年起受聘担任国际道路联盟（IRF）中国大使，并于2019年开始担任IRF副主席；曾任第八、九届全国青联委员。先后撰写数百万字文章。他长期从事学会工作，2017年带领中国公路学会组织举办了世界交通运输大会，组织发起“一带一路国际交通联盟”，策划成立了未来交通研究所等一系列大型活动。

Liu Wenjie has served to date as the Secretary General and Vice President of China Highway and Transportation Society (CHTS), and the Vice President of the International Road Federation (IRF). He has founded the magazine China Highway in 1994, and presided over the edition of A Guide of Chinese Roads, A Guide of Chinese Bridges and other famous journals and magazines. Besides, he launched the Belt and Road International Transport Alliance, and established the Future Transport Research Institute. He has made tremendous contribution to transportation development in China.

长期从事地学领域基础理论与工程应用研究。主持国家自然基金重点项目1项、重点国际合作项目1项等10余项省部级以上项目。获国家自然科学奖二等奖1项，陕西省科学技术奖一等奖4项，国家级教学成果奖二等奖1项等。发表高水平学术论文100余篇，出版专著5部，授权专利4项。入选自然资源部领军人才、陕西省“三秦学者”。兼任教育部地质类专业教学指导委员会副主任、国务院学位委员会地质资源与地质工程学科评议组成员等。

Prof. Fan has been engaged in basic theory and engineering application research in the field of geosciences. He has presided over more than 10 projects, including 1 key project, 1 key international cooperation project and 2 general projects of National Natural Science Foundation. He has won 1 second prize of National Natural Science Award, 4 first prizes of Shaanxi Science and Technology Award, and 1 second prize of National teaching Achievement Award. He has published more than 100 high-level academic papers, 5 monographs and 4 authorized patents. He was selected as the Leading talent of the Ministry of Natural Resources and the "Sanqin Scholar" of Shaanxi Province. 陈少春先生现任AECOM中国企业海外投资事业部副总裁，负责AECOM与中国国有企业在全球的战略对接，共同推动大型基础设施建设、地产与城市开发等领域的项目合作。在加入AECOM之前，陈先生拥有近30年的国际工程行业工作经验，先后担任中冶赛迪工程技术有限公司（原重庆钢铁设计研究院）国外工程部部长、总经理助理、副总经理，中冶赛迪集团有限公司副总经理等职。

Shaochun Chen is Vice President, Chinese Overseas Investment at AECOM, leading the company’s global collaboration with Chinese SOEs in pursing major infrastructure and urban development projects. Before joining AECOM, he had around 30 years’ experience in international engineering, including senior positions in the leading design firm CISDI Engineering Co., Ltd. In 2014, he was appointed President of MCC International, taking care of the overseas business of Metallurgical Corporation of China (MCC). He received bachelor’s degree in Structural Engineering from Xi’an University of Architecture and Technology. Mr. Chen is a member of the Expert Committee of China Chamber of Commerce for Import and Export of Machinery and Electronics, a member of the Expert Committee of China International Engineering Consulting Association, and a part-time researcher of enterprise risk at Southwest University of Political Science and Law.

The development of international talents is an integral part of the globalization process for Chinese enterprises. The report reviews the history of international development of Chinese enterprises, analyzes the key challenges in every stage of the globalization process, and discusses how the enterprises can develop a sound international talent system, design the talent strategy, set up compensation package system as well as corresponding HR framework.

从事桥梁建设新技术、新产品研究30余年，完成科研项目30项，含国家重点研发计划2项；取得43项发明专利；出版著作8部；获得国家科技进步二等奖、国家优质工程金奖、中国公路学会科学技术一等奖等科技奖18项。长期从事工程技术标准化工作，主编公路工程标准12项，主审国外标准译著5本。组织翻译数百本国外规范及文献，主持中、美、欧公路工程标准对比与融合研究，成果在“一带一路”沿线国家多个工程项目中广泛应用。

Mr. Yu has engaged in the research of new technologies and new products in bridge construction for more than 30 years, and completed 30 scientific research projects, including 2 national key research and development programs; Obtained 43 invention patents; Published 8 books; He has won 18 science and technology awards at all levels, such as the second prize of the National Science and Technology Progress Award, the National Quality Project Gold Award, and the First Prize of Science and Technology of the China Highway and Transportation Society. He has long been engaged in engineering technology standardization, and edited 12 highway engineering standards and reviewed 5 translations of foreign standards. He has translated hundreds of foreign norms and documents, presided over the comparison and integration of China, the United States and Europe highway engineering standards, and the results are widely used in many engineering projects in countries along the Belt and Road.

龚先生对香港及英国的多领域大型基建项目的规划和实施，拥有超过40年的经验。自80年代初以来，参与了香港多个主要公路、铁路及道路改善计划的项目管理、可行性研究、设计和施工管理。龚先生是英国土木工程师学会的资深会员 (FICE)、英国结构工程师学会的资深会员 (FIStructE)、香港工程师学会的资深会员 (FHKIE) 和香港公路及运输学会的资深会员 (FHKIHT)。

Francis has over 40 years of experience in planning and implementing multidisciplinary infrastructure projects in Hong Kong and the United Kingdom, including project management, feasibility studies and design of the major railway and road improvements schemes in Hong Kong and China since the early 1980s. Francis is a fellow member of the Institution of Civil Engineers (FICE), Institution of Structural Engineers (FIStructE), the Hong Kong Institution of Engineers (FHKIE) and the Hong Kong Institution of Highway and Transportation (FHKIHT).

自2020年初新型冠状病毒疫情爆发以来，各国政府投入大量资源去抗疫，各地对外交通几乎中断，对一带一路项目的进展，造成严重的影响。虽然如此，有一些重大的设计施工总承包项目，还是继续推进，以避免延误工期及影响最终的工程造价。本次汇报提供一些实例，阐述疫情期间一些一带一路项目的实况，包括：马来西亚东海岸铁路及斯里兰卡科伦坡港口高架桥项目，如何克服疫情挑战所采取不同措施，比如培养复合型人材及加强属地员工等。

Report Summaries：Since the outbreak of COVID 19 in early 2020, governments around the world have put a lot of resources to fight against the epidemic and the external traffic had almost stopped. The epidemic has caused a serious impact on the progress of the BRI projects. Nevertheless, some Design and Build projects were still ongoing in the midst of epidemic to avoid delay in the construction period and affect the final project costs. This presentation provides some examples to illustrate the actual situations of some BRI projects during the epidemic, including the East Coast Rail Link in Malaysia and the Port Access Elevated Highway in Sri Lanka. Different measures had been implemented to tackle the challenges from epidemic, such as fostering the multi-discipline professionals and strengthening the local staff.

何亮，重庆交通大学教授、博导，可持续性路面创新材料中波联合研究中心创始主任，中国公路学会国际公路交通科技青年领军人才，重庆市青年巴渝学者，主要研究方向为沥青路面先进养护方法、可持续性路面材料、沥青材料行为多尺度仿真等。

Liang He is a professor at Chongqing Jiaotong University since 2020, and the director of China-Poland Joint Center for Sustainable Pavement Innovative Materials. His general research interests are in the areas of advanced road maintenance methods, sustainable pavement materials, multiscale simulation of asphalt material behavior. In the past 5 years, he has hosted 6 national scientific research projects, including 4 NSFC projects. Has published more than 50 high-level journal papers at home and abroad, and authorized 4 national invention patents. He is a member of Scientific Advisory Committee of Archives of Civil Engineering, a member on Youth Editorial Board of Journal of Traffic and Transportation Engineering, and a member on Executive Editorial Board of Materials Reports, he is also a co-chair of the organization committee for the 1st International Workshop on the Use of Biomaterials in Pavements.

刘颖琦教授，博⼠毕业于北京交通⼤学，主要研究领域为组织理论与⼈⼒资源管理，创新创业管理，企业战略与发展规 划，新能源汽⻋产业发展和竞争优势，出版论⽂⼆⼗余篇，专著两部，曾在丹⻨哥本哈根商学院，美国柏森 商学院，美国塔夫茨⼤学任客座教授，并访学瑞典斯德哥尔摩经济学院。

Prof. Yingqi Liu is the Director of the Department of Business Administration at the School of Economics and Management, Beijing JiaoTong University. She isthe visiting scholar to TUFTS UNIVERSTIY and COMPENHAGEN BUSINESS SCHOOL. She has Long-term focus on new energy vehicle industry research, chaired more than 40 scientific research projects including theNational Socialscience Fund key project, published more than 80 SCI\SSCI\CSSCI and high-levelconference papers.

管妮娜女士，中国公路学会国际合作部主任、自动驾驶工作委员会副秘书长。主要负责中国公路学会发起成立的“一带一路”国际交通联盟筹备工作和活动组织等。2017年起担任美国交通运输研究会国际合作委员会委员。2019年起兼任中国公路学会自动驾驶工作委员会副秘书长，担任ISO/IEC（自动驾驶车辆的伦理考虑指南）工作组专家。

Gonzalo is IRF’s Deputy Director General. During the last decade, he has been working on state-of-the-art projects related to the Internet of Things, Urban Mobility, Autonomous Vehicles, and Cooperative Intelligent Transportation Systems. His area of expertise is related to connected vehicles, mainly, vehicle to infrastructure communication (V2X) and new mobility services using autonomous vehicles.

Ashish Gajurel是尼泊尔汽车协会(NASA)的秘书长。他还在尼泊尔投资委员会担任基础设施发展顾问。他在德国Technische Universität München (TUM)获得交通系统理学硕士学位。他为国家电子和新闻媒体撰写了大量关于交通管理、交通基础设施、公共交通等方面的文章，并出版了《基于绩效的道路项目合同》一书。他还在特里布万大学工程学院教授交通经济学和公共交通。

Ashish Gajurel is General Secretary of Nepal Automobiles’ Association (NASA). He is also working as a Consultant for Infrastructure Development at Investment Board Nepal, Government of Nepal. He completed Master of Science (M.Sc.) in Transportation Systems from Technische Universität München (TUM), Germany. He has authored numerous articles for national electronic and news media about traffic management, transportation infrastructure, public transportation, and so forth and a book "Performance Based Contracts for Road Projects". He has also taught Transport Economics and Public Transportation at the Institute of Engineering, Tribhuvan University.
