一、论坛背景

经国务院批准，2023世界交通运输大会（WTC2023）定于6月14日至17日在武汉中国光谷科技会展中心举办。第五届高速公路出行服务论坛将如约亮相这一世界舞台。

“高速公路出行服务”是高速公路行业的温度供给，“技术变革”是高速公路行业的不断追求。本届论坛将邀请高速公路业内各级领导和技术人士以“技术与服务赋能高速出行”为主题，通过论坛发言共话出行服务新变化，诠释技术提升服务感知，服务引领行业发展。论坛将在前几届的基础上进一步深入探讨高速公路安全便捷出行服务保障及如何打造更好的高速公路出行服务体系。

【专家简介】程龙，现任湖北交投实业发展有限公司党委书记、董事长。从事高速公路投资、建设及路衍产业经营管理工作近二十年，成功打造一体化服务区智慧管理平台，全新确立“交投能源”产业品牌，承接运营湖北省政府“荆楚优品”公共品牌，全面推广“中百途荟”自营便利店品牌，引导服务区经营业态全面升级。公司多次获得“中国高速公路优秀服务区管理公司”殊荣，“交投能源”入选“中国高速公路知名品牌”，产业发展位列全国第一方阵。

【Introduction】Cheng Long, Secretary of the Party Committee and Chairman of Hubei Communications Investment Industrial Development Co., Ltd, has worked across a wide range of engagements, including expressway investments and constructions, the spin-off industries operation and management for almost 20 years.He has created an integrated information management platform.Under Cheng Long’s leadership, a brand-new industry "Jiaotou Energy" built up from nothing.He has also contributed a regional public brand of “Jingchu Youpin” led by Hubei provincial government.Besides, "Zhongbai to here", a self-operated convenience store brand has been comprehensively promoted.All-around industry developments take the company to the forefront across the country. 【专家简介】中国公路学会监事长，服务区首席专家；中国交通教育研究会公路教育分会理事长。 主要研究高速公路运营服务标准与评价；服务区管理；服务品牌；救援管理与服务；高层管理者能力提升。主编行业标准《公路服务区管理与服务规范》，发布和在编团体标准《高速公路广告设施设置技术要求》《高速公路运营服务水平指南》《高速公路车辆救援服务质量评价标准》等多项标准；主持高速公路服务区、服务品牌、救援管理与服务等多项课题研究。

【专家简介】交通运输部路网监测与应急处置中心联网结算服务部副主任，高级工程师，作为全国高速公路电子不停车收费联网工程、取消高速公路省界收费站工程的主要负责人，专注于高速公路服务创新、成果应用推广等领域。曾荣获中国高速公路30年信息化经典工程奖、国家金卡工程金蚂蚁奖“公共服务平台奖”、中国公路学会科学技术奖一等奖、中国交通运输协会科技进步奖一等奖等多项省部级奖项。

【Introduction】Deputy Director, Senior Engineer of Highway Monitor & Response Center, Ministry of Transport of the P.R.C, is the main person in charge of the National Expressway Electronic Toll Collection Networking Project and the Cancellation of Expressway Provincial Toll Station Project, focusing on expressway service innovation, achievement application and promotion fields. She has won many provincial and ministerial awards such as the 30-year Informatization Classic Project Award of China Highway, the Golden Ant Award of the National Golden Card Project "Public Service Platform Award", the first Prize of Science and Technology Award of China Highway & Transportation Society, the first prize of Science and Technology Progress Award of China Communications and Transportation Association.

【专家简介】1964年7月出生，中共党员，研究生学历，经济学硕士学位，正高级经济师。现任江苏交通控股有限公司总经理助理、安全总监。编著《高速公路常见诉讼案例判解研究》，指导《基于实际通行路径精确计费的高速公路“全国一张网”运营服务关键技术及应用》项目。2017 年获全国交通行业现场管理明星推进者称号，2020年获中国交通运输协会科学技术奖一等奖，2020年被聘请为江苏省土木建筑学会桥梁隧道专业委员会副主任委员。

【Introduction】Xu Haibei, born in July 1964, a member of the Communist Party of China, holds a postgraduate degree, a master's degree in economics, and is a senior economist. He is currently the assistant to the general manager and the safety director of JiangSu Communications Holding Co.Ltd. Edited Research on Common Litigation Cases on Expressways, and guided the project Key Technologies and Applications of Expressway "One NationWide Network" Operation and Service Based on Actual Traffic Route Accurate Billing. In 2017, he was awarded the title of Star Promoter of On-site Management in the National Transportation Industry. In 2020, he won the first prize of the Science and Technology Award of China Communications and Transportation Association, and in 2020, he was hired as the deputy director of the Bridge and Tunnel Professional Committee of the Jiangsu Civil Architecture Society.

【专家简介】1977年11月出生，毕业于湖南农业大学资源与环境学院，现任央广交通传媒（湖南）有限公司总经理，曾在湖南广播电视台、湖南省高速公路集团有限公司等多个单位工作，是资深的媒体运营、公司运营管理人才，2015年创建中国交通广播湖南采编播中心，为中国交通广播在全国进行先行先试。7年来，作为媒体+交通的跨界平台，中国交通广播（湖南）依托“智慧交通再造广播”计划，在服务公众出行中作出了许多有益的探索与示范。

【Introduction】Liu Hua, born in November 1977 in Jiahe County, Hunan Province. Graduated from the College of Resources and Environment of Hunan Agricultural University, he worked for Hunan Broadcasting System, Hunan Provincial Expressway Group Co., Ltd.,and etc. Mr Liu currently is the general manager of CNR Communication Media of Hunan Co., Ltd., also a senior talent for media operation and company operation management. In 2015, he founded China Traffic Radi，Editing and Broadcasting Center, which is the first to be tested for China Traffic Radio in the country. In the past seven years, as a cross-border platform for media and transportation, China Traffic Radio FM90.5 has made many useful explorations and demonstrations in serving public travel by relying on the Smart Transportation Re-engineering Broadcasting Project.

【专家简介】中国公路学会青年专家委员会委员，从事高速公路信息化研究及工作15年，传统能源运营管理6年，高速公路新能源研究4年，曾连续三年在2021、2020、2019届WTC出行服务论谈做高速公路充换电站建设运营及高速能源自洽体系研究分享。其研究成果影响很多省份的高速公路新能源规划和建设。

【Introduction】Chen Yuanyuan is a member of Youth Expert Committee of China Highway Association.She has been engaged in expressway informatization research and work for 15 years, traditional energy operation management for 6 years, and expressway new energy research for 4 years. He has talked about the construction and operation of expressway charging and changing power stations and the research and sharing of high-speed energy self consistent system in the 2021, 2020, and 2019 WTC Travel Service Discussion for three consecutive years. Its research results affect the planning and construction of new energy for expressways in many provinces.

【专家简介】王国君现为陕西交控科技发展集团权属的陕西中交信通公司和陕西高速星展公司负责人。主要从事“陕易通”高速公路智慧出行平台的开发和运营、ETC生态场景拓展等工作。其中”陕易通”在2022年由交通运输部发文交流。获得国家国资委组织的“首届国企数字场景专业赛三等奖”、2022年全国高速公路运营管理优秀案例等荣誉。

【Introduction】Guojun Wang is currently the general manager of Shaanxi Zhongjiao Information Communication Network Technology Co., LTD. and the chairman of Shaanxi GSXZ Technology Co., LTD., which are owned by Shaanxi Transportation Holding Group Technology Development Co.,LTD. He mainly engaged in the development and operation of "ShaanYiTong" highway intelligent travel platform, ETC ecological scene expansion and other work. In 2022, the Ministry of Transport issued a document to support the communication and promotion of "ShaanYiTong". Otherwise, "ShaanYiTong" also won the Third prize of "The First State-owned Enterprise Digital Scene Professional Competition", which was organized by the State Assets Supervision and Administration Commission, and the title of "2022 National Highway Operation and Management Excellent Case".
