一、论坛背景

交通强国建设对于交通工程项目的规范管理、智慧管理、安全管理提出更高的要求，本论坛特邀行业专家学者和交通建设项目业主和施工单位代表围绕交通建设项目管理的现状、困难、问题、趋势开展分析、研讨：就如何推动交通建设项目管理的规范化、智慧化、标准化发展，如何保证建设项目高质量顺利实施，实现社会和经济效益双赢等问题进行分享和交流，以期带动交通运输行业对交通建设项目管理的思考和探索，促进交通建设项目的高效管理，为交通行业不断打造出精品工程做出贡献。

2000年7月起任湖北省交通规划设计院副院长、代理院长； 2002年3月起任湖北省交通规划设计院院长（正处级）； 2008年1月起任湖北省交通规划设计院党委书记； 2010年7月起任湖北省交通运输厅党组成员、省交通重点建设领导小组办公室主任（副厅级）； 2013年7月起任湖北省交通运输厅总工程师、党组成员。 2017年2月起任湖北省交通运输厅副厅长、党组成员。

Since July 2000, he has been the vice president and acting president of Hubei Communications Planning and Design Institute; Since March 2002, he has been the president of Hubei Transportation Planning and Design Institute (at the level of head office); Since January 2008, he has been the Secretary of the Party Committee of Hubei Communications Planning and Design Institute; Since July 2010, he has been a member of the Party Leadership Group of Hubei Provincial Department of Communications and Transportation, and the director of the provincial key construction leading group office (at the level of deputy director); Since July 2013, he has been the Chief Engineer and a member of the Party Leadership Group of Hubei Provincial Department of Transportation. 我国公路建设工程安全法治体系包括：完备的建设工程安全法律规范体系、高效的建设工程安全法治实施体系、严密的建设工程安全法治监督体系、有力的建设工程安全法治保障体系。经过几十年的努力，四个方面有了显著的成就，但依然存在短板，特别是在实施体系方面，与公路建设工程的实践需求有许多新问题，应当逐步完善。

The legal system of highway construction safety in China includes: a complete legal norm system for construction safety, an efficient legal implementation system for construction safety, a strict legal supervision system for construction safety, and a powerful legal guarantee system for construction safety. After decades of efforts, remarkable achievements have been made in four aspects, but there are still shortcomings, especially in the implementation system. There are many new problems with the practical needs of highway construction projects, which should be gradually improved.

廉向东，男，博士研究生，正高级工程师，现任广西交通投资集团副总经理。先后主持完成了钦州至崇左高速公路等4个项目的建设，分管的项目获“国家优质工程金奖”1项，“中国钢结构金奖杰出大奖”1项，“国家优质工程奖”3项，“李春奖”7项，“中国钢结构金奖”4项。曾获得中国公路百名优秀工程师、广西公路优秀工程师等荣誉，曾获中国公路学会科学技术一等奖，湖南省科学技术进步奖一等奖，广西科学技术进步奖三等奖等。

Lian Xiangdong, male, doctoral candidate, senior engineer, is now the deputy general manager of Guangxi Communications Investment Group. He has successively presided over and completed the construction of four projects, including Qinzhou Chongzuo Expressway, and won one "National Gold Award for High Quality Engineering", one "China Gold Award for Outstanding Steel Structure", three "National High Quality Engineering Awards", seven "Li Chun Awards", and four "China Steel Structure Gold Awards". 路大鹏，硕士研究生学历，教授级高级工程师，一级注册建造师，国家铁路局工程质量监督中心铁路工程专家，山东省建筑工程大师，中国中铁股份公司专家委员会桥梁工程专家。现任中铁十局总工程师，负责公司数字化转型、科技创新与产业化等工作。先后主持和参与了10多个省部级以上重点科技攻关课题，获得詹天佑奖、铁道部科技进步奖等10余项省部级奖项，其中获得山东省科技进步奖一等奖1项，河北省科技进步三等奖1项。

Lu Dapeng, master's degree, is a senior engineer at the professor level, a registered construction engineer at the first level, a railway engineering expert at the Engineering Quality Supervision Center of the National Railway Administration, a bridge engineering expert at the Expert Committee of China Railway Corporation. He is now the chief engineer of China Railway 10th Bureau, responsible for the company's Digital transformation, scientific and technological innovation and industrialization. He has led and participated in more than 10 key scientific and technological research projects at the provincial levels, and has won more than 10 provincial and ministerial level awards such as the Zhan Tianyou Award and the Science and Technology Progress Award of the Ministry of Railways. 张静晓，工学博士(后)，教授，博士生导师，美国ISU大学访问学者，澳大利亚QUT高等教育访问学者。入选省部级杰出青年学者和青年英才支持计划。主持国家级科研和教学研究课题4项，《工程管理信息系统》获得首批国家一流本科建设课程。全国标准数字化标准化工作组委会委员；中国工程建设标准化协会公路分会、工程管理分会理事。主持编写地方立法条例《安康市物业服务管理条例》; 主、参编行业团体标准以及地方标准16项。

Zhang Jingxiao, engineering doctor (later), professor, doctoral supervisor, visiting scholar of ISU University in the United States, and visiting scholar of QUT higher education in Australia. He was selected into the provincial and ministerial level outstanding young scholars and young talents support plan. Presided over 4 national scientific research and teaching research projects, and Engineering Management Information System won the first batch of national first-class undergraduate construction courses. Member of the National Standardization Organization Committee; Director of Highway Branch and Engineering Management Branch of China Association for Engineering Construction Standardization. 黄桥连，正高职高级工程师，中国交通企业管理协会常务理事。从事交通行业管理工作31年，主持、参与4项省部级科研课题研究，发明专利1项，获得过中国建筑学会科技进步二等奖。曾担任恩来、恩黔、利万、建恩项目群指挥长，对“项目群管理、大标段施工”有独到的见解，擅长高边坡处治、钢桁梁斜拉桥、钢管拱桥施工管理，建立了高强度机制砂砼、平原软基沉降处治研究机制，主持过湖北省首个装配式桥梁施工及可移动底座智慧梁场研究。

Huang Qiaolian, a senior engineer in senior vocational education, is the executive director of China Communications Enterprise Management Association. He has been engaged in traffic industry management for 31 years, presided over and participated in four provincial and ministerial level scientific research projects, one invention patent, and won the second prize of Scientific and Technological Progress of China Architectural Society. He once served as the commander of Enlai, Enqian, Liwan and Jian'en project groups, and had unique views on "project group management and large section construction". He was good at high slope treatment, steel truss cable-stayed bridge and steel pipe arch bridge construction management, established a research mechanism for high-strength machine-made sand concrete and plain soft foundation settlement treatment, and presided over the first prefabricated bridge construction and smart beam field research on movable base in Hubei Province.

李毅军，高级工程师，中南大学土木工程硕士，公路、水利双一级建造师，现任湖南建工交通建设有限公司副总经理。曾参与京珠高速潭耒段、沪昆高速潭邵段、长张高速、武深高速、株洲建宁大桥、广安奎阁大桥等诸多国家重点工程建设，在项目一线从事技术工作和施工管理二十多年，在项目的成本管控、三算对比、精益化管理等方面积累了丰富的实践经验，对项目信息化管理、企业数字化转型、项企一体化管控平台建设等方面有深入理解。

Li Yijun, a senior engineer, holds a master's degree in civil engineering from Central South University, and a construction engineer of both highway and water conservancy. He is now the deputy general manager of Hunan Construction Engineering Transportation Construction Co., Ltd. 高凯恒，男，2009年6月毕业于中南大学土木工程专业，同年7月进入中国中铁七局集团第四工程有限公司，先后参与了6个工程项目的施工建设，工程范围涵盖公、铁、市政等多专业领域，技术及项目管理经验较为全面，经历了一线技术管理岗位及机关部门综合管理岗位的历练，现任中铁七局四公司武汉高新五路综合改造工程项目经理，高级工程师。任职期间主持开发专利5项、主持研究科研课题3项，主持研究施工工法及QC成果5项。
