一、论坛背景

“十四五”时期，交通运输进入加快建设交通强国、推动交通运输高质量发展的新阶段。服务国家碳达峰碳中和目标，推动减污降碳协同增效，统筹污染治理、生态保护、应对气候变化，大幅提升交通运输绿色发展水平，加快形成绿色低碳运输方式是目前交通运输领域的重要任务。

在本次世界交通运输大会召开之际，由世界交通运输大会运输规划学部、综合交通运输大数据应用技术交通运输行业重点实验室（北京交通大学）主办“低碳交通与绿色发展前沿论坛”，邀请行业专家，共襄盛会，汇聚众力，分享和交流综合交通系统低碳、绿色发展的学科前沿和研究成果，共同探讨适应中国国情的综合交通减排策略和绿色发展路径。

【专家简介】关教授兼任教育部高等学校交通运输类教学指导委员会委员、交通工程教学指导分委员会副主任委员，公安部、中央文明办、住房城乡建设部、交通运输部“全国城市交通文明畅通提升行动计划”专家组专家，WTC（世界交通运输大会）运输规划学部联合主席；主持完成国家科技支撑、“973”项目子课题、国家自然科学基金项目、北京市自然科学基金等科研项目，共发表科研论文200余篇，出版多项著作。

【Introduction】Hong-Zhi Guan received the B.S. and M.S. degrees in transportation engineering from Xi'an Highway College (now Chang'an University), Xi'an, China, in 1982 and 1989, respectively, and the Ph.D. degree in traffic engineering from Kyoto University, Kyoto, Japan, in 1997. Since December 2002, he has been a Professor with the College of Architecture and Civil Engineering, Beijing University of Technology, Beijing, China. His research interests include travel decision-making behaviors, urban parking, holiday transportation, elderly travel issues, and traffic calming. Prof. Guan won the 3rd Prize of Science and Technology Progress Award of the Ministry of Public Security, China, and the 3rd Prize of Beijing Science and Technology Progress Award, China, in 2006 and 2007, respectively.

【专家简介】教授，WTC运输规划学部主席，教育部高等学校交通工程教学指导分委员会副主任委员，交通部综合交通运输大数据应用技术交通运输行业重点实验室主任，主持科研项目40余项，发表学术论文230余篇、专著教材5部、发明专利20项、软件著作权19项，获北京市科学技术奖二等奖、詹天佑铁道科学技术奖专项奖、中国交通运输协会科学技术奖一等奖、中国城市轨道交通协会科技进步奖一等奖、中国公路学会全国十佳优秀科技工作者等。

【Introduction】Professor, Chairman of the WTC Transportation Planning Department, Director of the Key Laboratory of the Transportation Industry for Comprehensive Transportation Big Data Application Technology, presided over more than 40 scientific research projects, published more than 200 academic papers, 4 monographs and books, 19 invention patents, 19 software copyrights, and won the second prize of the Beijing Science and Technology Award Zhan Tianyou Special Prize for Railway Science and Technology Award, the first prize of Science and Technology Award of China Communications and Transportation Association, the first prize of Science and Technology Progress Award of China Urban Rail Transit Association, the top ten outstanding scientific and technological workers of China Highway Society, etc.

【专家简介】正高级工程师，国家气候变化专家委员会委员，国家碳中和科技专家委员会委员，交通运输部专家委员会委员，获得交通运输行业科技创新领军人才称号。主要研究方向为绿色交通发展战略与规划、交通运输节能减排、绿色交通基础设施、交通运输环境保护政策与技术等。徐洪磊和他的团队支撑了交通运输应对气候变化、运输结构调整、柴油车污染治理和船舶排放控制区、交通运输绿色低碳行动等多项重大绿色发展政策的出台实施。

【Introduction】Vice President of Transport Planning and Research Institute Ministry of Transport, is a senior engineer. He is the member of National Expert Committee on Climate Change, the member of National Expert Committee on Carbon Neutrality, and the member of Expert Committee of the Ministry of Transport. He has been awarded the title of leading talent in science and technology innovation in the transport industry. His research interests include green transport development strategy and planning, transport energy conservation and emission reduction, green transport infrastructure, transport environmental protection policies and technologies, etc. Xu Honglei and his team have supported the implementation of a number of major green development policies, such as the transport response to climate change, the transport structure adjustment, the diesel vehicle pollution control, the emission control areas for atmospheric pollution from vessels and the green and low-carbon transport action.

【专家简介】正高级工程师，民航科技创新拔尖人才，中国交通运输协会青科委委员，2020年获全国民航五一劳动奖章。担任大兴机场能耗管控暨节能减排领导小组办公室主任，构建了行业领先的绿色发展体系。参与了北京大兴国际机场的可行性研究、规划设计、工程建设、竣工验收、调试运行和正式投运，主持完成了河道改移、市政交通、能源场站、轨道代建等项目建设管理工作。主持或参与开展省部级以上课题10余项，发表论文、专利等50余项。

【Introduction】senior engineer, a top talent in science and technology innovation in civil aviation, a member of the Youth Science Committee of China Communications and Transportation Association, and received the National Civil Aviation May Day Labor Medal in 2020. He is the director of Beijing Daxing International Airport Energy Consumption Control and Energy Conservation and Emission Reduction Leading Group Office, and has built an industry-leading green development system. He participated in the feasibility study, planning and design, engineering construction, completion acceptance, commissioning operation and official commissioning of Beijing Daxing International Airport, and presided over the completion of the construction and management of river diversion, municipal transportation, energy field station and rail substitution projects. He has presided over or participated in more than 10 projects at provincial and ministerial level, and published more than 50 papers and patents.

【专家简介】工学硕士，研究员，中国公路学会城市交通分会常务理事，德国乌珀塔尔气候、环境、能源研究所访问学者。城市交通节能低碳政策、情景分析等成果被用于制订相关政策、规划，出版《城市交通碳排放监测评估研究与实践》《中国气候与生态环境演变》交通部分等专著8部，发表论文40余篇。获得省部级科学技术奖励一等奖1项、二等奖3项、部重大科技创新成果库成果2项、第十届中国公路学会百名优秀工程师等荣誉称号。

【Introduction】Master of Engineering, Professor, standing director of the urban transportation branch of the China Highway Society, visiting scholar of the Institute of Climate, Environment and Energy in Uppertal, Germany. The achievements of energy-saving and low-carbon policies and scenario analysis in urban transportation have been used to make relevant policies and plans. In recent years, published eight books such as "Research and Practice of Monitoring and Evaluation on Carbon Emissions from Urban Transportation " and " Climate and Ecological Environment Evolution in China "(Transport sector), and published over 40 research papers. Received 1 first prize, 3 second prizes for provincial and ministerial level scientific and technological awards, 2 achievements from scientific and technological innovation database in MOT, and 100 outstanding engineers from the 10th China Highway Society.

【专家简介】副教授/博导。担任WTC运输规划学部可持续交通运输技术委员会联合主席。任中国土木工程学会轨道交通分会青年专家委员，入选北京市科学技术协会“2022-2024年度青年人才托举工程”。长期从事数据驱动的综合交通规划与管理、低碳交通等领域的研究工作，主持国家级科研项目4项，发表学术论文30余篇、发明专利4项，获中国交通运输协会科学技术奖一等奖1项、中国城市轨道交通科技进步奖一等奖1项等科技奖励。

【Introduction】Associate Professor/Doctoral Director. He is the co-chair of the Technical Committee on Sustainable Transportation of the WTC Transportation Planning Division, Integrated Transportation Planning and Policy. He is a young expert member of the Railway Transportation Branch of the Chinese Civil Engineering Society and has been selected as one of the "2022-2024 Young Talent Support Project" of the Beijing Science and Technology Association. He has been engaged in data-driven integrated transportation planning and management, low-carbon transportation, etc. He has presided over four national research projects, published more than 30 academic papers and four invention patents, and won one first prize of Science and Technology Award of China Communications and Transportation Association and one first prize of Science and Technology Progress Award of China Urban Rail Transit.
