第二届公交都市创新发展研讨会

背景介绍

优先发展城市公共交通、构建城市绿色出行体系是深化城市交通供给侧结构性改革、缓解城市交通拥堵、提升城市承载力的重要举措,设立公交都市创新发展研讨会,一是为全国城市优先发展城市公共交通,建设高品质公交都市,搭建一个互动交流平台,分享发展和建设经验。二是展示典型城市在公交优先发展制度政策、资金支持、路权优先、用地保障、服务创新等方面的亮点和特色,为各级政府健全完善城市公共交通制度政策体系、为行业创新运行管理方法、为企业深化改革提供参考与借鉴。三是展示国内外专家学者城市公共交通领域最新的学术成果,促进学术界在城市公共交通发展与公交都市建设的基础理论和技术方法交流,推动城市公共交通相关学科建设。

【专家简介】中国工程院院士,铁路工程专家, 曾先后任铁铁道部副部长、党组副书记,国务院青藏铁路建设领导小组副组长兼办公室主任(正部长级)。孙永福长期从事铁路建设技术和管理工作。孙永福院士著有《铁路建设管理论集》,主编了《中国铁路建设史》,以及《衡广复线》、《京九铁路》等工程总结;发表了《青藏铁路建设管理创新与实践》、《青藏铁路多年冻土工程的研究与实践》、《高速铁路:成功与挑战》等多篇高水平文章。

【Introduction】He is a chinese railway engineering expert,former deputy minister and deputy party secretary of the the Ministry of Railway, vice chairman and director of the Construction of the Qinghai Tibet Railway Leading Group Office under the State Council (ministerial level). He is engaged in railway construction technology and management for a long time, the chief editor of the “History of Railway Construction in China”, the author of "Treatise on Railway Construction Management", as well as "Hengguang Double Line" and "Beijing-Kowloon Railway" project summaries. He has published several high-level articles, such as "Innovation and Practice of Qinghai-Tibet Railway Construction Management", "Research and Practice of Permafrost Engineering of Qinghai-Tibet Railway", and "High-speed Railway: Success and Challenges".

【专家简介】研究员,经济学博士。交通运输部科学研究院副院长兼总工程师;全国政协委员,北京市政协常委。享受国务院颁发的政府特殊津贴。主要从事交通运输发展战略规划、科技政策、交通人才和交通文化方面的研究工作。获国家级学会协会科技成果一等奖4项、二等奖9项、三等奖3项。参与编撰了《公路水路交通运输主要技术政策分析研究》《政府和社会资本合作(PPP)在交通运输行业的应用研究》《交通文化建设研究与实践系列丛书》等书籍。

【Introduction】He is an researcher and PhD in economics, the Beijing CPPCC Standing Committee and enjoy government special allowances issued by the State Council. He is mainly engaged in the research of transportation development strategy planning, science and technology policy, transportation talents and transportation culture. He has won 4 first prizes, 9 second prizes and 3 third prizes of the national association of scientific and technological achievements. He has participated in the compilation of several books, such as "Analysis and Research on Main Technical Policies of Highway and Waterway Transportation", "Research on the Application of Public-Private Partnership (PPP) in the Transportation Industry" and "Traffic Culture Construction Research and Practice Series".

【专家简介】清华大学教授、博导,清华大学交通研究所所长。公安部、交通运输部、住建部和中央文明办四部委 “全国城市道路交通文明畅通提升行动计划”专家组组长,京津冀协同发展专家咨询委员会专家等,主持了国家、部委、地方城市各类交通规划、智能交通项目200余项;在各类期刊、会议上发表论文400余篇;著有《交通规划理论与方法》《城市交通现代化管理》《智能运输系统概论》等36部著作;获得国家、省部级及其他重要奖项27项。

【Introduction】He is the expert group leader of the "National Urban Road Traffic Civilization Improvement Action Plan" of the Ministry of Public Security, the Ministry of Transport, the Ministry of Housing and Urban Rural Development, and the Central Civilization Office, as well as an expert of the Beijing Tianjin Hebei Collaborative Development Expert Advisory Committee. He presided over more than 200 national, ministerial, and local urban transportation planning and intelligent transportation projects,published over 400 papers in various journals and conferences. He has authored 36 works, including "Theory and Methods of Transportation Planning", "Modern Management of Urban Transportation", and "Introduction to Intelligent Transportation Systems",he received 27 national, provincial, and other important awards.

【Report Summaries】The report quantitatively analyzes the changes in public transportation in recent years, especially before and after the epidemic, demonstrates the main factors leading to the decline in bus passenger volume, condenses the exploration and practice experience of several excellent cities in improving the attractiveness of public transportation. The report also elaborates on new understanding and re-understanding of several basic concepts of public transportation in the new situation, analyzes and elaborates on the development goals, prospects, strategies, and implementation paths of public transportation in the new situation, and expresses the basic idea of advocating to solve the problems of public transportation development through innovative public transportation services. 【Introduction】He is a member of the Expert Committee of the Ministry of Transport, member of the Legal Expert Committee of the Ministry of Transport, chairman of the Legal Work Committee of the China Highway and Transportaion Society, and Chairman of the Legal Work Committee Branch of the China Communications and Transportation Association. He serving as a legislative expert in the Standing Committee of the People's Congress and the People's Government of multiple provinces, autonomous regions, and municipalities directly under the central government, as part-time professor and researcher in multiple Universities/Colleges and Institutions. He is the senior researcher of Taihe, who enjoy special government allowances from the State Council.

【报告精华】我国城市交通包括客运和城市货运,其中城市客运又分为城市公共交通、地铁和轨道交通运营、城市出租汽车(巡游和网约出租汽车);城市货运主要是城市配送;此外小微汽车租赁、非机动车租赁经营也是城市交通服务的组成部分。城市交通的立法基本要求之一,就是从政府角度看按依法行政要求就是要用法(包括法律、行政法规、地方法规、规章)的形式将其全覆盖。目前的的现状、存在问题及推进立法的难点是我们研究的重点。
【Report Summaries】Urban transportation in China includes urban passenger transportation and urban freight transportation. Urban passenger transportation includes urban public transportation, subway and rail transportation operation, and urban taxis (cruise and online ride hailing taxis), urban freight mainly refers urban delivery. In addition, small and micro car rental and non-motor vehicle rental operations are also components of urban transportation services. One of the basic legislative requirements for urban transportation is to fully cover it in the form of laws, administrative regulations, local regulations, and rules, from the perspective of the government, in accordance with the requirements of lawful administration. The current situation, existing problems, and difficulties in promoting legislation are the focus of our research.

【专家简介】东南大学(交通学院)首席教授、日本工程院院士、国家人才计划入选者、世界前2%顶尖科学家。研究领域是以交通为核心的交叉学科研究。共发表500余篇学术论文,担任SCI/SSCI期刊评审专家和国际期刊编委、欧洲自然科学基金评审员等。世界道路协会PIARC技术委员会电气化道路系统ERS工作组组长、世界交通运输大会WTC学术委员会委员、世界交通学会WCTRS运营委员会委员。

【Introduction】Chair professor, School of Transportation, Southeast University, China; Fellow, The Engineering Academy of Japan; and a Top 2% Scientist in the world. His research field is an interdisciplinary study with transportation as its core, involving urban and regional planning, energy, environment, tourism, public health, risk, and so on. He has published over 500 academic papers and received 12 international awards for best/excellent papers. He serves as a reviewer for dozens of SCI/SSCI journals and as an editorial member for more than 10 international journals, as well as a reviewer for the European research foundations, and so on. He is the leader of the "Electric Road Systems" Working Group within the Technical Committee of PIARC; member of the Scientific Committee of World Transport Convention (WTC); member of the Steering Committee, WCTRS; a former board member of IATBR, etc.

【报告精华】疫情影响下,城市公共交通乘客量普遍下降,城市公共交通发展面临严峻挑战。国家实现双碳目标离不开城市公共交通,其优先发展也是解决城市交通问题的核心。因此,如何突破城市公共交通发展的困境成为社会关注的焦点。本次报告将结合日本城市公共交通的发展经验与教训以及报告人的跨学科研究经验,考虑我国社会与区域发展的趋势,从系统化发展、服务导向发展和技术导向发展等方面探讨如何实现城市公共交通的真正意义上的智慧发展。
【Report Summaries】Amidst the impact of the COVID-19 pandemic, global urban public transport ridership has generally declined, posing significant challenges to the development of urban public transport. However, achieving national dual carbon goals relies heavily on urban public transport, and its prioritized development is essential for addressing urban transportation issues. Therefore, breaking through the development dilemma of urban public transport has become a focal point of societal concern. Combining the development experiences and lessons from urban public transport in Japan with the speaker's interdisciplinary research experience, and reflecting the trends in social and regional development in China, he will explore how to achieve truly smart development of urban public transport from the perspectives of systematic development, service-oriented development, and technology-oriented development.

【报告精华】要解决公交行业当前面临的困难,需要新的思路,其中包括拓展公交这一词语的概念。公交的本质是生产效率高的交通模式,当前公交都市建设已进入新的发展阶段,从发展绝对效率交通模式转入绝对效率与相对效率模式并重的发展阶段,公交的含义和模式需要更新。公交供给的适度的弹性化不仅有利于降低成本,其弹性也更有利与财政保障能力的变化相适应。
【Report Summaries】The report proposes that new ideas are needed to address the current difficulties faced by the public transportation industry, including expanding the term of public transport concept. The essence of public transportation is a traffic mode with high production efficiency. At present, transit metropolis construction has entered a new development stage, from the development of absolute efficiency transportation mode to a development stage that emphasizes both absolute efficiency and relative efficiency modes, the mode of public transportation need to be updated. The moderate elasticity of public transportation supply is not only beneficial for reducing costs, but also more suitable for adapting to changes in fiscal security capabilities.

【Introduction】He is a senior engineer, an expert of Chongqing Vocational Reform Office, and senior professional title assessment. He is also a graduate advisor of Chongqing University, Chongqing Jiaotong University, Chongqing University of Technology. He is dedicated to explore and practice on public transport policy research, network analysis, digital transformation, and ticket system regulation. 【Report Summaries】Chongqing Public Transport Holding Group built a comprehensive model of public transportation by using latest data processing technology and big model methods to build, which integrate multidimensional data empower traditional bus operation, promoting refined operational management, and achieving the goal of "improving quality, reducing costs, and increasing efficiency" for bus enterprises from a technical perspective. At the same time, Chongqing Public Transport Holding Group use the GIS technology to build a pioneered "MAP+" bus map platform, which achieved the integration of data graphs across multiple industries and departments, innovated differentiated path planning algorithms for bus navigation, and created a data-driven responsive bus system with fixed areas and non fixed routes, breaking through traditional operating models and laying the foundation for the digital transformation of bus.
