田丰,工学硕士,正高级工程师。现任中交公路规划设计院华杰工程咨询有限公司总经理。从事工程咨询工作20多年来,先后参加了港珠澳大桥可行性研究、琼州海峡通道工程前期战略研究、区域协调发展的交通对策研究等百余项交通规划、可行性研究、投融资研究、项目后评价及国际金融组织技术援助项目。是中国公路学会青年专家委员会副秘书长、FIDIC可持续发展委员会委员、FIDIC认证培训师。

Tian Feng, Master of Science in Engineering, Senior Engineer. She is currently the General Manager of CHELBI Engineering Consultants, Inc. Over the past 20 years, she has participated in more than 100 transportation planning, feasibility study, investment and financing evaluation, project post evaluation and technical assistance projects of IFIs, including the Feasibility Study of Hong Kong-Zhuhai-Macao Link, the Strategic Study of Qiongzhou Strait Passage Project, and the Study of Transport Countermeasures for Regional Coordinated Development. She is the Vice Secretary General of Young Professional Committee of China Highway and Transportation Society, member of FIDIC Sustainable Development Committee and FIDIC Certified Trainer.

专家简介(Introduction)

牵头组织或编制公路水路交通三阶段发展研究、公路水路发展战略研究、海运强国战略研究、“十二五”“十三五”综合交通运输体系发展规划、京津冀协同发展交通一体化规划、交通基础设施建设投融资政策等多项交通运输领域重大课题研究,参与《交通强国》专题研究,组织全国公路水路运输量专项调查等多项交通行业专项调查工作,获“北斗二号卫星工程建设突出贡献个人”奖章、“优秀援疆干部”等多项荣誉称号。

He has taken the lead in organizing or preparing a number of major research projects in the field of transportation, such as the three-stage development research of highway and waterway transportation, the strategic research of highway and waterway development, the strategic research of maritime power, the development plan of the "12th Five Year Plan" and "13th Five Year Plan" comprehensive transportation system, the integrated transportation planning of the coordinated development of Beijing, Tianjin and Hebei, and the investment and financing policies for transportation infrastructure construction. He has organized a number of special investigations in the transportation industry, including the national highway and waterway traffic volume survey, and won the medal of "Individual with Outstanding Contribution to the Construction of Beidou-2 Satellite Project", "Excellent Cadre for Xinjiang Aid" and other honorary titles.

分析未来10年交通基础设施的建设规模,包括铁路、公路、水运、民航,测算了资金需求总规模和中央财政资金的可能性;对今后交通建设各类财政性资金的收入做了分析预判,对地方投融资的收紧形势做了展望;提出了持续加大交通基础设施建设和养护的投融资政策建议和设想;简要梳理近期国务院一系列稳经济大盘政策措施对交通建设的影响。

冯伟,贵州省交通运输厅总规划师、财政部PPP专家库专家,长期从事交通运输发展规划、投融资政策和PPP等领域研究。参与编制《贵州省高速公路网规划》《贵州省高速公路前景与投资效益分析》《贵州省高速公路PPP模式研究》《经营性公路合理回报机制研究》《盘活交通基础设施存量资产的路径和方法》等多项规划及专题研究工作,完成贵州省40多个高速公路PPP项目实施方案的制定及招商引资工作。

Feng Wei, the chief planner of Guizhou Provincial Department of Transport, and an expert in the PPP expert pool of the Ministry of Finance, has been engaged in research on transport development planning, investment and financing policies, PPP and other fields for a long time. 公交导向发展(TOD)投融资模式是缓解政府财政压力、实现轨道交通可持续发展的重要措施。以深圳为案例,在发展背景分析的基础上,回顾了公交导向发展投融资模式的发展历程,探讨了公交导向发展投融资模式的目的思路和实施路径,并根据社会经济新的发展趋势,提出了轨道交通+城市更新、TOD+PPP、TOD+REITs、PPP+城市更新等新的发展模式。

Transit-Oriented Development’s (TOD) investment and financing mode is an important method to alleviate the fiscal burden of government, and achieve the sustainable development of urban rail transit. Taking Shenzhen as a case, based on the analysis of development background, this research reviewed the course of the transit-oriented development’s investment and financing mode, discussed its purpose and implementation path. Then, according to the latest development trend of social economy, proposed new development modes such as urban rail transit + urban renewal, TOD + PPP, TOD + REITs, PPP + urban renewal, etc.

李志强,交通工程高级工程师、会计师、政工师;获国家级科研成果和专利20余项,参与建设运营的沌口长江公路大桥获鲁班奖等多项国家级奖项。从事交通基础设施投资建设运营工作10余年,其中以嘉通高速为底层资产的华夏中国交建 REITS项目,开辟了高速公路“投、融、建、管、退”全生命周期发展新模式。创新现代营销理念,打破传统高速公路运营方式,以大数据分析为先导,独创“七步营销法”取得了显著成效。

Li Zhiqiang, senior engineer, accountant and political engineer of transportation engineering, has won more than 20 national scientific research achievements and patents, and the Zhuankou Yangtze River Highway Bridge, which participated in the construction and operation, has won many national awards such as Luban Prize.
